Maine Vocals Announces The 2010 Initiative,

“An Act To Repeal The Prohibition On Cannabis Hemp / Marijuana” In Maine.

Maine citizens are fed up with the Failed Politics of Prohibition and the never ending pipeline of funding that threatens to bankrupt us. It is time for a change in the system that segregates and persecutes those who use or believe that marijuana should be legal. It’s time for a little common sense to prevail instead of Reefer Madness.

The Initiative language includes a $20 per ounce tax on the sale of marijuana, and has a probable fiscal impact of $78,000,000 to $120,000,000 per year in the State of Maine depending on the actual number of people who use marijuana and how much per week they may consume. (If 100,000 people use ½ to 1 ounce or more weekly, then the above average could apply. We feel this is a conservative figure and with our Vacation- land status, it could be much more.) There is also a 5% sales tax which would be substantial, in excess of $50,000,000 if using the same above method at $200. per ounce retail.

There will also be fees for grow permits and licenses for establishments that sell marijuana or clubs that allow consumption of marijuana on premises, which will be substantial.

Fees for grow permits 100 plants or less $100 yrly
Over 100 plants $300 yrly
Fees for Establishments Selling Marijuana $400 yrly

It allows for adult consumption of Marijuana and puts a minimum age limit of 19 yrs old for the adult status. This should give way to some type of regulation now on the youth as now there is none, but it also keeps them from being considered criminals if they do, as far as being able to go to college. This is currently a big problem for some young people.

There are many benefits to legalization as well as the Savings to the State with Law Enforcement, Incarcerations (County + State), Court Costs, and Probation and much more.

It will also free up, space needed in the correctional facilities and law enforcement for real crimes.

This will also bring back the Hemp Industry to Maine. It is a multi-million dollar industry that at this time is being supplied by many other Countries because it is illegal to grow in the USA. It is ridiculous that our farmers are not afforded the same privileges as the Canadian farmers are. The USA purchased over 85 of the hemp grown in Canada last year, yet our farmers cannot compete with this prohibition. It is unacceptable and must be changed now.

Maine Citizen’s are sick and tired of this endless wasted spending, on these failed policies which are based on myth, with no facts or research supporting Cannabis Hemp / Marijuana Prohibition. We ask all citizens to get involved to Help End Marijuana Prohibition by contacting us, helping to collect the signatures and not only getting out to vote, but actively get all the people you know out to vote when the time comes. This is one of the biggest controversial issues of our times and now is the time to be Vocal and do something about it.

Maine Citizens For Medical Marijuana Announces The 2010 Initiative,

“AN ACT REGARDING POSSESSION AND CULTIVATION OF MARIJUANA FOR MEDICAL PURPOSES” In Maine.

The proposal will Repeal and Replace the current law and will spell out what the people want and need the language to be in order to have a working functional medical marijuana law and system for our medical patients and caregivers. The language is clear and leaves no second guessing for our governor and legislators.

The difference between the previous legislation and this new effort is that common sense was used for this people’s effort, with patients and caregivers, instead of being written or amended by those who don’t want, care or know anything about marijuana and what it really takes to have a functional law.

The current law is unacceptable to most patients, and many will not participate, giving up their Doctor / Patient confidentiality or allowing unwarranted searches of their homes as patients, giving up their constitutional rights.

Mandatory ID Card System is the opposite of what the Citizens voted for, put in place by the legislators.

It is a Conflict of Interest for the Dept. of Health +Human Services Oversee this program because of their current policies against marijuana which removes children from parents who use marijuana, and other related issues. They should have changed that if anything to a friendlier atmosphere such as the Dept of Agriculture, after all it is a plant as well as a medicinal herb and Hemp will also be overseen by this Dept. also one would presume.

Many Doctors are not cooperating with their patients who want to use marijuana in their therapy, denying them the right to a legal status and protection under the law even though their diagnosed condition is one of the accepted conditions under the law. This needs to be changed so that those who are “ Diagnosed with an acceptable condition under Maine Law are eligible also.” This will allow the patient to have some say in their therapy without any pressure on the Doctors.

The Amount of plants needs to go up and the amount of marijuana a patient can possess needs to be drastically increased in order to be able to harvest their plants, which is now not possible. Plants can yield a ½ lb to 1 lb, and the current law allows patients to possess 2 ½ ounces. The law is written for failure, and must be changed.

If the patients just harvest their plants now they are in jeopardy of being arrested and charged.

These plus other common sense policies are included in the initiative, which should have been done in the beginning. This initiative has been well thought out, may not be perfect, but looks at all the aspects of a workable system from patients and caregiver perspective, not just off the wall politics. Please make it a point to read this proposal so you know what it is really all about. The Medical Marijuana issue has been voted on twice now and won with about 60% of the voters or more, but the law is now worse than the original law instead of getting better, which is unacceptable.

Care or Catastrophe

I spent all day yesterday gazing deeply in my crystal ball and am now prepared to prophesy. PelosiCare will result in longer wait times, fewer doctors but more bureaucrats, a huge expansion of the IRS, and an explosive growth of the national debt

The great thing about prediction is that it makes debate redundant. Readers may accept me as a true prophet, accuse me of wild exaggeration or denounce me as a malicious reactionary. None of this is germane. Events will resolve the question. I am content to have it so.

The polls all agree that American opinion is sharply divided on the reform bill, although not all agree on the proportions or meaning of the divisions. The newest CBS poll asks this: “Should Republcans continue to challenge the health care bill? It reports that 89% of registered Republicans, 41% of Democrats and 66% of Independents say yes, i.e., 62% of Americans favor continued challenges.

Now “challenge” is kind of ambiguous. Many people may support the general objectives of the bill while objecting to specific measures. Some may wonder about the advisability of providing Viagra to child molesters. Others may object to taxing prosthetic devices for wounded vets or childrens' orthopedic devices. The fact that Congress’s senior leadership staff is exempted from purchasing health insurance from health insurance exchanges must rankle even left-liberals.

The latest Rasmussen Reports finds that 41% of likely voters favor the health care plan and 54% oppose it. The breakdown: 74% of Democrats favor the plan; 87% of Republicans oppose it; 59% of unaffiliated oppose it.

I have no special expertise in reading polling results and will attempt no judgement except to say that opinion will surely harden or soften in the months ahead. As a crtic—better say loather—of the bill I can suggest some reasons for opposition to the bill.

On philosophical grounds conservatives (40% of the public according to the latest Gallup poll) object to the bill as an enormous expansion of dependency. While liberals and leftists appear to believe that everybody should be responsible for everybody else and nobody responsible for himself, conservatives see personal responsibility and freedom as inseparable. Can’t have the one without the other.

The Congressional Budget Office analysis projects that the bill will ultimately lower the budget deficit by $143 billion over the first ten years and $1.2 trillion dollars in the second ten years, but 57 percent of those surveyed in a recent poll don’t believe it. The sceptics include most Republican and independents. The believers are almost all Democrats. That looks like a philosophical divide but it’s really a pragmatic one. I’m pretty certain that no CBO projection of future entitlement costs has ever been accurate and the errors have all been underestimates. I might be wrong and anyone who doubts me should get to work googling and identify an exception to this rule. Future events will prove me a reliable prophet, but I’m always open to factual correction on details.

The expectation of longer waiting times is, likewise, empirically not philosophically based. Wait-list rationing has been a feature of all national health care systems.

The fear that the bill will produce a shortage of doctors is based on a New England Journal of Medicine survey showing that half of the region’s doctors will consider abandoning their profession if the bill’s burdens are enacted. Some liberal pundits dismiss this finding on the grounds that, what the hell, these doctors are trapped in the professions and are just bluffing. The proof of the pudding, as always, will be in the eating. Ideology has nothing to do with it.

An enormous expansion of the IRS is already budgeted. No room for debate there, except on how much more expansion we can expect in the future.

Finally, a belief in the efficiency of an expanded federal bureaucracy is beyond fantasy. It can only be explained by a kind of mental disease. It can be diagnosed but not explained.

"And it may be that ... if Congress decides we're not going to do it, even after all the facts are laid out, all the options are clear, then the American people can make a judgment as to whether this Congress has done the right thing for them or not," the president said. "And that's how democracy works. There will be elections coming up and they'll be able to make a determination and register their concerns one way or the other during election time."

"Here's the key, is to not let the moment slip away," Obama also said.

Sweeping health legislation to extend medical coverage to more than 30 million uninsured Americans passed both chambers of Congress last year and was on the verge of completion before Republican Scott Brown's upset victory in a Massachusetts special U.S. Senate election last month. Brown was sworn in Thursday, giving Republicans 41 votes, enough to block the initiatives of the Democratic majority.

Now the health legislation hangs in limbo. Lawmakers are looking to Obama for guidance, but he has not publicly offered specifics. His signals have been mixed. At the DNC event he said Republicans should be part of the process - something they've shown little interest in and that would doubtlessly drag out a legislative effort that many rank-and-file Democrats want to end quickly.

"The next step is what I announced at the State of the Union, which is to call on our Republican friends to present their ideas. What I'd like to do is have a meeting whereby I'm sitting with the Republicans, sitting with the Democrats, sitting with health care experts, and let's just go through these bills. ... And then I think that we've got to go ahead and move forward on a vote," Obama said Thursday. "But as I said at the State of the Union, I think we should be very deliberate, take our time. We're going to be moving a jobs package forward over the next several weeks; that's the thing that's most urgent right now in the minds of Americans all across the country."

The Second American Revolution

On April 19th 1775, in the Colony of Massachusetts, common Americans took up arms and started the First American Revolution to gain their freedom from a repressive Government with the shot that was heard around the world. Today, January 19th, 2010, the common folks of Massachusetts have fired the first shot of the Second American Revolution that now aims to shake off our own repressive Government and it too will be heard around the world. Americans do not submit to oppressive Governments either foriegn or domestic.

In a state where all major offices are held by Democrats, Massachusetts voters have sent a strong message to Washington by electing Republican Scott Brown by over 100,000 votes. Despite what the pundits have to say, this race was indeed a reflection of voter anger against President Obama as he continues to ignore the citizens of this country and continues his Socialist agenda. This election will add fuel to the Tea Party Express and other conservative groups as we head to the Mid-term elections of November.

It is at their own peril that candidates ignore the anger of the common voters and the dedication of the grass roots efforts to turn our country back to position of social conservatism, fiscal responsibility and Judeo-Christian social values. We are not the country that will stand by while Federal Laws disadvantage our elderly at the later stages of their lives. We will not blindly follow the insensitivity of killing our yet to be born citizens all in the name of Socialism. We will respect the men and women of our military and their proud history of securing freedom not only for ourselves, but for the world. No more apologizing for being the rescuer of the world, no more apologizing for being the best country in the world. We can now start the course to bring this country back to a fiscally strong, morally correct beacon of hope for everyone around the globe.

BringChange2Mind.org is a not-for-profit organization created by Glenn Close, the Child and Adolescent Bipolar Foundation (CABF), Fountain House, and Garen and Shari Staglin of IMHRO (International Mental Health Research Organization).

The idea of a national anti-stigma campaign was born of a partnership between Glenn Close and Fountain House, where Glenn volunteered in order to learn about mental illness, which both her sister and nephew suffer from.


This is the first effort of this magnitude in U.S. history. Ron Howard generously donated his time in directing our first PSA that features Glenn Close and her sister, Jessie Close. John Mayer generously donated his song, Say, which serves as an anthem for this movement.

The campaign has the support of major mental health organizations, including Active Minds, the American Foundation for Suicide Prevention (AFSP), International Mental Health Research Organization (IMHRO), the Jed Foundation, Mental Health America (MHA), National Alliance on Mental Illness (NAMI), NARSAD, National Institute of Mental Health (NIMH), and the Substance Abuse and Mental Health Services Administration (SAMHSA).

Veterans' Benefits Update: VA and DoD Announce Disability Evaluation System Pilot Expansion

To expedite the delivery of benefits to many injured Service Members who receive disability compensation from the Department of Veterans Affairs (VA), the Department announced the expansion of a program with the Department of Defense (DoD) to streamline the application process for people retiring or exiting the military due to disabilities. The Disability Evaluation System (DES) pilot began in November 2007 and is expanding to an additional six military installations, bringing the total number to 27 military facilities where a single physical examination serves as the basis for determining whether military personnel are fit enough to stay on active duty and to determine their eligibility for VA disability compensation.
